Is it best to dedupe all your photos (2 million) across multiple folders (75) at once in ONE dedupe session?
Or is it best to do it just across just a few folders at a time, then add more folders to your search criteria as you go?

It's really up to you. It's often easier to handle a smaller amount of inputs because there are less results to look through.
As said elsewhere - it's an iterative process where you can pick off the easy matches first (exact file copies, entire copied folders, etc) and then work towards similar, cropped, edited and different metadata files.
