"Access to the path is denied" when using Remove Empty Folders Tool

I just purchased Duplicate Cleaner and it is a powerful easy to use program but I have experienced a little problem when using the Remove Empty Folders Tool. After searching a large folder with many old subfolders this tool found 35 empty folders and marked them for deletion. I clicked to remove the empty folders and nothing seemed to happen and 0 folders have been removed was the response. I viewed the log and it said "folder not removed" and the reason was "Access to the path is denied". I looked in the Help for solution and then checked 2 things on those folders in the Windows File Explorer, permissions/auditing and opening Duplicate Cleaner as Administrator, I did that and also removed "read only" attributes from all the folders. No other process was accessing these folders. They were indeed empty because I checked that also. These folders were on an external drive and were created in 2015 before I replaced my PC and now I am trying to clean all that up. After multiple attempts I was unable to delete those folders using the Remove Empty Folders Tool. I was able to create a new TEST Folder and delete using this tool with no problem. So the problem is something with those old folders, I just can't figure out what. If anyone has a clue about that I would really appreciate any advice or help, Thank you.
