I am getting the error in the subject line when I click on a found file. This used to work but lately it is not. I have looked at the settings but was unsuccessful in getting resolved.
Please help.

It is caused by a beta region setting (Control panel) in some newer Windows builds-
1 Disable "Beta: unicode UTF-8 for world wide language support" (To disable: Start=> Region & Language settings => Related settings -> Additional date, time & regional settings => Region -> Change date, time or number formats => select Administrative tab => Click on Change System Locale.
2 Uncheck "Beta: unicode UTF-8 for world wide language support" checkbox
3 Restart the system
I haven't come up with a fix for this yet, but it is logged. This setting does seem to affect several pieces of software.
