Is there a program that can replace file names and be case sensitive - so that for example all
test.ini
files are renamed to
Test.ini
This would also be a great additional function of TextCrawler, if it's not already there.

Text Crawler is for processing text, the contents of text files.
If you want to process (rename) the names of those files, I suggest Renamer from Denis Kozlov.

Would you happen to know a good freeware program that does the similar things for graphics files with conversion, finds and converts .bmp to .jpg files?
EDIT: Nevermind, I already had XnView freeware installed and it can do it:
To Batch Convert:
XnView Browser > Select Folder > CTRL+A to add all files > Tools > Batch Processing >
Select Output Directory > (lower left corner) Go

If you take a look at FileHippo, you can also find historical versions of (previously) free software.
Just look at the Fast Stone products in the Photos and Images section and click the "Download a previous version" link. The product's description will tell you up to what version the product was freeware.
