fuzzy search for duplicate (or similar) images

There is such a freeware program somewhere, but I lost track of it. It could locate close matches regardless of file size, image size, file tyype (jpeg, tiff, gif, bmp, etc.) and the degree of similarity was selectable in various ways, e.g. % match on several criteria.
