I'm not sure, but I think that in the old days there was the possibility of making comparisons based on frames (or thumbnails, or duration) between video files and ".gifs".
In this way, it was possible to detect gifs with animations equal to that of a video file, and the user could keep the video file, discarding the gif, since it has no audio.

Another possibility would be the search (of gifs and videos) by criteria of audio and duration), where videos without audio x gifs (which do not have audio by themselves) can be matched in the criterion of "same duration".

Does D.Cleaner still manage to make this kind of comparison?

I'm pretty sure that it could never compare between gifs and video files by content/thumbnail - they were always in separate modes, so I can't think of a workaround.
