Smallest image dimensions selects images of equal dimensions

In version 4, choosing Smallest Image Dimensions would only mark images that were smallest than the largest image. The largest images that are the same size aren't marked.
In version 5, choosing Smallest Image Dimensions marks all but one image, even if other images are the same size. That's fine for identical images, but for images that are a "very close match" or less, marking images that are the same file size means unique images might be lost if deleted.
Is there a way to select Smallest Image Dimensions, but if there's more than one image at the maximum image dimensions, those are not marked?
