Or can you recommend software with this feature?

1. Automatically move "Files" to "Keyword Folders"
2. Cannot be classified if there is a dispute
(such as the file name and more than one initiative to ask where to move all the folders)

Sorry, I can't think of software to suggest that would do this.

It's an interesting idea (probably for TextCrawler?) but the software cannot do this currently.
