Photo similarity above 99 percent

Hello.
I noticed that 99% photo similarity still is too broad for comparison of many photos. It encompasses images that only differ in someone blinking an eye just as much as someone turning their whole head and moving an arm.
Furthermore there is no way to compare 100% similarity with images of different resolutions or being flipped, or is there? Using "Exact match" grays out both these options.
So I would like to use custom similarity values between 99% and 100%, including 100%. The former is useful for only finding images that really just differ slightly (like a burst of shots with only very minor movements). The latter would allow to find images of equal image content, but different resolution, which often appear when you import phone images that include downsampled versions from Whatsapp and the like.
