Input Encoding function

I do like TextCrawler because its quite polished, however, due to it incorrectly detected the input encoding, ansi vs utf-8, I am unable to use it. The files I use has Japanese text that was Shift_JIS converted to UTF-8. It ends up saving with garbage characters because its reading it as ANSI(no idea which). There should be a way to override the input encoding.

Have the same problem with Cyrillic chars (files are UTF-8, without BOM)
