Separating JPGs from RAW Images

I am wanting to separate JPG's from the RAM images in my collection so they are stored in a separate path which Lightroom cannot do automatically still for some reason.
I have tried several tests and nothing is matching them right and I feel I am missing a parameter or have something set I should not.

Note: I use RAW to refer to any RAW format (DNG, .RAF, CR2, HEIC, etc)

What I want to do is (only comparing images within the same folder path)
1) IF RAW + JPEG Images are matches then mark the JPEG as a duplicate; though it may be a different file name and resolution.
2) ELSE IF RAW does NOT exist.. do not mark the JPG
3) BONUS/OPTIONAL: ELSE IF RAW exists and a matching DNG or TIFF exists, DO NOT mark the TIF or DNG as a duplicate, as they are edited versions of the RAW I have saved off but would likely match a grey scale scan pretty closely I am guessing.
4) ELSE Do Nothing
5) Once they are marked I plan to use the MOVE function to put them into this separate path.
