If I have a 1MB image and a hard link to it, the hard link looks to NTFS like another 1MB file.
So when I back it up, does it take 2MB of disk space on the backup?
Why not convert duplicates to shortcuts in MS Windows (1kb each) instead of "hard links"?

When you copy the hard linked file to another drive, it will behave like a normal file - so the files will take up 2MB space again.
Converting to shortcuts could be useful but not in all cases.
