What is required to re-download from the program from and old pc to my new laptop?

Download, install the program, enter your license information, if appropriate.
Your configured settings are stored in...
v2.1, program installation directory, as DuplicateCleaner.settings
or
v3.0, %LOCALAPPDATA%/DigitalVolcano/.../, as user.config
So you may want to copy that from the old to new, if it happens to hold anything of importance to you.

Do I have to de-activate the license from the original computer before installing on my new computer?

Just uninstall and re-install on new machine.
