Why does DC choose a smaler file with a smaller bitrate over a bigger file and / with a higher bitrate?
How could I make DC choose best quality (highest bitrate) and biggest file size?
Is there an option to automatically (not manually) keep the two (or more) best files / tracks?

It's there in the Selection Assistant-
You want to checkmark
"Smallest file sizes in each group"
and
"Bit rate" - "Lowest/blank".
This will put a cross against the smallest values, marking them for deletion. You can use the arrows to re-order the 'Preferring to mark' list by order of preference. (e.g. prioritizing bit rate over file size).
